Unfortunately you can not use rental cars for your driving license. You need a real driver's license over 21 years of age, and drive hire. The laws and the insurance does not. You can not find someone who is renting the car for you and then you drive, it is either not allowed.

There are some private driving schools will let your car as long as you participate in class and / or pay a fee and someone from that school that will accompany you to the test.
